powerpc/perf/hv-24x7: Use pr_devel() to log message Use pr_devel_ratelimited() to log error message when the 24x7 HCALL fails. Since users specify events by their sysfs name, the HCALL should succeed. Any errors reported by the HCALL would be of interest to the developer, rather than the user/administrator.
