compiler.h: introduce GCC version check
The macro __SECTION_FLAGS_RODATA introduced by commit fd1187725939 ("core:
force read-only flag on .rodata.* sections") is needed for GCC >= 8, so
it should depend on __GCC_VERSION. This prepares for Clang.
