scripts: add update_changelog.py
Add a simple helper script that makes the tedious and slightly error
prone update process easier and more stable.
Usage example:
$ ./scripts/update_changelog.py --changelog-file CHANGELOG.md \
--release-version 3.7.0 --previous-release-version 3.6.0 \
--release-date 2019-10-18
