plat-rockchip: setup thread_handlers when working with Trusted Firmware Most Rockchip platforms will use Trusted Firmware. All Aarch64 SoCs will do so, but also the rk3288 has TF-A support and could use OP-TEE as secure payload, with the RK322x SoC being the exception. Therefore setup the thread_handlers in a way to work for both cases.
