[WCNCR00147658] perf: Change CSO feature to ask FW does it support or not [Description] Change decision of Checksum Offload feature is enabled or not from driver to FW. And keep CFG_TCP_IP_CHKSUM_OFFLOAD option to allow disabling it from driver. CFG_TCP_IP_CHKSUM_OFFLOAD is default 1.
