[Description]
Add proc "get_txpwr_tbl" to dump tx power table
Output format:
$spatial stream, $Channel, $bw, $modulation, $regulatory limit,\
$board limit, $target power
$spatial stream = siso, cdd and mimo
$Channel = Center channel
$bw = Legacy, 11g, 11a, HT20, HT40, VHT20, VHT40 and VHT80
$modulation = Modulation
$regulatory limit = Single SKU power limit
$board limit = Summary of EEPROM tx power related values
$target power = MAC CR power value
