[WCNCR00154806] misc: Fix random OID timeout in connected idle

[Description]
Fix random OID timeout in connected idle

Before command kicked out, have to put the commmand object into
waiting queue. Otherwise, the response may arrive before TX process ready
and cannot find/finish the proper commnad object by SEQ#.
