[WCNCR00145612] common: update Makefile.x86 to reflect path change

[Description]
Change Makefile.x86 to reflect path change of it.
Change file type of Makefile.ce and add w attribute.
Remove obsolete common sections.

Tested ok by 9 build variants:
    make -f Makefile.x86 \
        LINUX_SRC={3.10.23/arm, 3.18.42/i386, 4.4.23/amd64} \
        hif={sdio, pcie, usb}
