datetime: stop/start timesyncd instead of messing with timedatectl timedatectl idiotically attempts to sync with NTP even when no network connection is available, even when we're telling it to stop syncing from NTP. Change-Id: I40b577235b91a586425b3ed11ddfaac00521c0e0
