mdt-services: Create the package and add in the initial services This sets up the board for use with MDT. It's just a small package for now, but the configuration will likely grow, as MDT grows to include an on-board apt repo. Change-Id: Ibe67b3a3d7b6233db1b55eac5af968b1ad317144
