CHROMIUM: MALI: Allow platforms to override PLATFORM_POWER_DOWN_ONLY
As can be seen in CL:1325749, we need PLATFORM_POWER_DOWN_ONLY defined
for Rockchip. The only way to define it without screwing up other
users in the same tree is to add a #ifdef in
"mali_kbase_config_defaults.h" so let's do that.
