Enable PMIC reset from watchdog - Turn on the RG_SYSRSTB_EN bit of the TOP_RST_MISC register in the PMIC. Without this, the system won't reboot. Change-Id: Id108aa82f86e9bcc98bc25491dd459c726e66a9b
