media: platform: add mtk-vcodec driver for mt8167 Add a new driver for MT8167 vcodec. Making the driver works for both MT8173 and MT8167 is a bit tricky since the VPU/VCU protocol for both SoC is not exactly the same. For now let's add another driver.
