Set CPU governor, enable CPU_THERMAL - Set the default governor to ondemand so we can clock down with no load, and enable CPU_THERMAL to allow us to change frequency in response to temperature changes. Change-Id: I8f54b76494228329c32888cfbb7023d81187fa54
