Disable bus_freq for ethernet on Phanbell * Currently, as soon as the ethernet port is opened it will indefinitely acquire a request for high bus speed. * This saves 250 mW by allowing the system to drop to 166 MHz DDR. Change-Id: I239a61d6955bbd32f16368352dc50e54d5786c3d
