pngdec: enable libpng interlaced picture handling Makes libpng deinterlace Adam7 interlaced pictures by default. It is the only interlaced format available and if the picture isn't interlaced the code should behave as before. https://bugzilla.gnome.org/show_bug.cgi?id=726161
