Add NXP's SoCs partition reboot support. For NXP's SoCs with system controller inside, partition reboot is supported in SCFW, change the system reset API from board reset to partition reboot, so each partition can reboot independently. Signed-off-by: Anson Huang <Anson.Huang@nxp.com>
