functions: Use --force to allow for package overwrites If we change the packages, we want to be able to overwrite the package if we've changed it, without changing the package revision. This is actually counter to Debian apt repository policy, but is needed for the unstable repo, and aptly will overwrite the packages as it goes. Change-Id: I9a7b676cb0fa8109d5d77c63f49b8fa03091dbd7
