Stuff qemu-aarch64-static into the pbuilder base - For some odd reason, Kokoro can't seem to execute the arm64 binaries without this being inside the chroot, despite seeming to have qemu-user-static and the like installed. The way we copy this in is super hacky, but I couldn't divine a better one. - Failing sponge: https://sponge.corp.google.com/target?id=67953bea-d43d-487a-94ca-7880babea510&target=spacepark/enterprise/test - Working sponge: https://sponge.corp.google.com/target?id=6d1b6bc6-544b-4565-929a-c9e6a90f09ef&target=spacepark/enterprise/test Okay, they both say they pass: but the first one fails to execute dpkg-architecture, the second one is able to do all that successfully but can't proceed due to no network in that Kokoro job (it's a RELEASE type).
