Also apt-get update in prereqs - At least in Kokoro world, we've run in to a package where whatever is in the package list has been updated, and the old artifact is gone. Update the package lists before installing so we get versions that exist. Change-Id: I674294b914a3e157a3127cd68996db50be5ca3fd
