Add fetching of bootstrap and rootfs tarballs from x20

- Kokoro-built bootstrap and rootfs tarballs live in
/x20/teams/spacepark/enterprise/kokoro. By default, we will now fetch
the latest build from there.
- {DEBOOTSTRAP|ROOTFS}_FETCH_TARBALL can be set to false to build them
yourself, and {DEBOOTSTRAP|ROOTFS}_TARBALL_REVISION can be set to
specific versions instead of latest, if desired.
