flashtools: Added tools needed to flash images. debug_board_reset.py is a script to send reset signals to the board. fbtool.py and dl_addr.ini are used to flash lk.bin into dram to enter fastboot and flash images onto the board. Change-Id: I06e4fcd65d6ee141042f53b4bc48026b1c5fa617
