Get dl_addr.ini from ROOTDIR

- We don't actually do anything to move dl_addr.ini into PRODUCT_OUT,
the flash script just symlinks it in. In the dist case, just go ahead
and copy it from the location in ROOTDIR.
- Successfully built and flashed from a dist tarball with this change.
