jenkins: Allow for fetching the bootloader directly from apt THis uses wget in a mirror capacity to download everything that is related to u-boot for enterprise. We'll have to implement something similar for excelsior. Change-Id: I494d11f46fece82de556fa2924ac2c8bb37bc62a
